Important events that transpired between the two points:
Belle is being updated 28 years. Much of this time isn't known, but there are some crucial moments that have happened.
Firstly after leaving the pub, Belle goes off to see the world. She adventures for awhile, meeting people and seeing new things. She helps save a man and rescues Prince Phillip. Her times traveling are only interrupted when Regina has her captured to try and get to Rumpelstiltskin.
Fast forward to the curse being implemented, and Belle is still in the hands of Regina, only she was in the basement of the hospital, stuck in the psychiatric part. It is implied she was there for the entire twenty eight years the curse was in affect.
As the curse is being broken, the Mad Hatter has her released and tells her where to go. Confused with presumably the false memories, Belle is reunited with Rumpelc though he takes her to restore magic, and when the curse is lifted, she remembers who she is.
For awhile they try and work at a relationship. It isn't easy though. Gold is secretive about his magic and her father tries to have her kidnapped which has her torn. She does start to have a life though, trying things with Gold on the basis that he's going to be honest.
Rumpel is still on his goal to find his son, using a spell so that he can cross the town line. Anyone from Storybrooke who crosses the line forgets their old selves. She is seeing him off when Hook appears and shoots her, pushing her over the line.
For awhile Belle has amnesia. She remembers nothing.
But then Regina uses a spell to gave her fake memories as "Lacey" when she gives her a matchbook that holds all of Lacey's memories.
How these events affected the characters personality and/or memories:
The change from Belle to Lacey is often misinterpreted. A lot of people feel like Lacey is Belle's opposite, but that isn't true. While there are instances of her switching from diner food to something more elegant, Lacey is still very much Belle. She's headstrong and independent. She knows what she wants and can easily get it or turn down something not up to her standards.
Lacey is also a modern girl. Belle wanted to see the world. She traveled to pubs and wanted to see and do more. There's that kind of excitement still living in Lacey. She just happens to shoot pool, down whiskey, and like Van Halen.
However the main difference between Belle and Lacey is that Lacey lacks Belle's compassion. It was that which changed Rumpelstiltskin. She couldn't sit back and watch someone getting hurt. She was kind. Whereas Lacey thrives off of not having compassion. She likes knowing that Gold has a bad reputation and people are afraid of him. He tries to appeal to the Belle he knows. Lacey doesn't really get the whole "nice guy" routine.
The impact this canon update have on the character's life on Atia:
She'll definitely be more promiscuous. While she certainly does like Gold now that she sees more of who he is, she isn't as innocent as Belle is. Curses might not bother her as much, depending on their nature.
